The core civil works components on an Auckland subdivision

While every subdivision is different, most Auckland projects require some combination of the following:

Earthworks and platform preparation

Earthworks on a subdivision site involve cutting and filling ground to create flat, stable building platforms and access routes. On sloped sites, this can involve substantial volumes of retaining preparation and engineered fill. Sloped sites are common in North Auckland and the Rodney district.

Early earthworks planning identifies how much material can be reused on-site (cutting from high areas to fill low areas), how much spoil will need to be trucked off, and how earthworks sequencing affects drainage and retaining installation.

Stormwater and wastewater drainage

Subdivision drainage is required to manage stormwater runoff from each lot and connect lots to the wastewater network. Auckland Council sets out drainage standards in its development code. So, designs need to be consented before work starts.

Drainage and earthworks need to be sequenced carefully. Drainage levels must be confirmed before platform formation is finalised; otherwise, earthworks may need to be revisited.

Roading and accessways

Most subdivisions require vehicle access to each lot. This might be a shared driveway for a simple two-lot subdivision, or a full roading layout with kerb and channel, footpaths and turning areas for larger developments.

Roading work needs to meet Auckland Council’s road construction standards and align with the approved subdivision design.

Retaining walls and stabilisation

On sloped or cut-and-fill sites, retaining walls are often required to hold material in place and create usable flat areas. The type and size of retaining will depend on height, loads, and ground conditions.

For retaining walls above a certain height, Auckland Council requires engineered documentation and producer statements confirming design (PS1) and completed works (PS4).

What is the typical sequence of civil works on a subdivision?

A rough sequence on a typical Auckland residential subdivision looks like this:

1. Earthworks and rough platform formation

2. Stormwater and wastewater drainage installation

3. Retaining wall construction where required

4. Final platform trimming and sub-grade preparation

5. Roading and accessway formation

6. Final reinstatement and vegetation

This is not a fixed sequence. On many sites, drainage and earthworks run concurrently, and retaining walls may be built before or after bulk earthworks depending on site conditions.

When should civil works start on a subdivision project?

The short answer is: get a civil engineer involved at feasibility, before consent is lodged.

Early civil input helps confirm what drainage infrastructure will be required. This includes whether earthwork volumes are viable, where retaining walls will be needed, and what the consent implications are for your specific site and lot layout.
